Is teleworking across the EU key to your productivity and well-being?

Working across borders can be very beneficial for citizens who have personal interests or family ties in two or more Member States of the EU. Since the Covid pandemic, telework has surged across Europe, becoming a new norm for many professionals whose jobs do not require a constant on-site presence. Among these remote workers are the so-called ‘digital nomads,’ who move between locations, and others who occasionally work from a different EU Member State than where they usually reside—often for personal reasons.

Described by the European Labour Authority as an “increasingly rising phenomenon”, cross-border teleworking raises several questions in terms of Labour law, social security, taxes or immigration.

This year, the ECAS Awards 2025 will focus on cross-border telework, questioning whether EU citizens benefits from work environments which are sufficiently adapted to their new life styles, and how EU legislation should be created or adapted to ensure that the rights of cross-border teleworkers are fully protected.

To understand how important being able to work across borders is for working EU citizens, the first phase of our ECAS Awards will open on 16 July with the following question:

“Do you think teleworking from other places in the EU is crucial for your professional productivity and personal well-being?”

A second phase will open in late 2025, where you will be able to provide your recommendations to support citizens who wish to telework from several locations in the EU.

Where: ECAS crowdsourcing platform is where the magic happens.

Background:

The ECAS Citizenship Innovation Awards, launched by ECAS in 2020, give voice to citizens who wish to express their thoughts on their EU rights.

 

In 2020, citizens were asked to elect the most EU mobile citizens-friendly locations.

Winners:

-The European Disability Forum (EDF) for their project “Double Mobility” in the category “Practices aimed at alleviating the effects of the COVID-19 outbreak on mobile EU citizen”;

-Romanians in Belgium (ROMBEL) for their project “A Bridge Between Home and Europe” in the category “Practices aimed at improving the social and cultural inclusion of mobile EU citizens”;

-Paris municipality and its project “INCLUDE” in the category “Practices aimed at improving the political inclusion of mobile EU citizens”; and

-European Future Forum (EFF) with their Euro Babble initiative in the category “ECAS’ choice” based on the votes of ECAS’ staff.

 

In the 2021 edition, citizens, academics, creatives and civil society organisations shared innovative ideas about EU citizenship.

Winners:

-Antonella Nuzzaci’s  for her concept note on “Measuring and Evaluating the QUALity of Teacher Training in Citizenship Education”;

-Democratic Society for the Prodemo project.

 

In 2022, citizens were invited to imagine renewed rights attached to their EU citizenship via our crowdsourcing platform.

Winners:

-Mathilde Pottier: create an EU Health Platform;

-Patric Lausch: right to access bank funds without additional fees;

-Konstantsa Karaleeva: right to have equal marriage & parental rights.

 

In 2023, citizens were invited to share ideas on encouraging political participation.

Winner:

-Havva Ebrahimi Pour, “Engaging EU citizens in the democratic process”.

 

In 2024, citizens were asked to share their solutions and recommendations to enhance digital inclusion.

Winner:

-Pavel Ruzyak, for his recommendation to develop inclusive digital training for visually impaired people.

 

This year, the awards will spotlight cross-border telework, examining if work environments suit modern lifestyles and how legislation can better protect teleworkers’ rights.

The winning idea, which receives the most votes, will be announced at our Awards Ceremony in Brussels in March 2026 and will be rewarded with:

  • A trip to Brussels to the ECAS Awards Ceremony (accommodation costs will be covered);
  • A prize of EUR 400.

The winning idea will be promoted through a tailor-made video produced by ECAS.
