Expanding Opportunities for Civil Society Organisations with the launch of the new ‘PACT’ Project

The new ‘PACT’ project continues the mission of ProEUvaluesBG, offering even greater support to civil society organisations

We are announcing the launch of activities under the new project, “Partnership between Civil Society Organizations for Impact on Rights and Values” (“PACT”). The partners implementing the ProEUvaluesBG project — Open Society Institute – Sofia Foundation, Workshop for Civic Initiatives Foundation, and the European Citizen Action Service (ECAS) — received funding from the European Union through the Citizens, Equality, Rights and Values (CERV) Programme for the implementation of  PACT. Our goal is to build upon and expand the support provided to civil society organisations through the ‘Rights and Values’ (ProEUvaluesBG) project.

PACT aims to increase awareness of EU values and the Charter of Fundamental Rights, encourage active participation of civil society organisations in the democratic process, and promote cooperation between national-level organisations and grassroot CSOs for strategic action and  more meaningful impact.

The project started on January 1st, 2025 and will run until December 31st, 2028. It is being implemented with financial support from the European Union through the CERV Programme, which provides 90% of the total budget, amounting to €4,737,903.

We will provide financial support to over 70 initiatives led by civil society organisations, with a total value of €2,850,000, across two separate funds.

  • The Partnership Fund will support joint initiatives with a total value of €2,400,000, with a maximum grant of €60,000 per initiative. This fund will be managed by the Open Society Institute – Sofia.

  • The Code Success Fund will support grassroot initiatives, with a total value of €450,000 and a maximum grant of €15,000 per initiative. This fund will be managed by the Workshop for Civic Initiatives Foundation.

We aim to implement a variety of activities to enhance the capacity of civil society organisations, offering training, consultations, and resources to improve their effectiveness and sustainability. ECAS will lead the capacity-building efforts, providing up-to-date expertise on EU rights, values, policies, innovations, and best practices. ECAS will also foster network collaboration through Summer Schools and other events within the ‘European Academy’ framework.
