Fraser has spent two decades in advocacy and research in advancing civic engagement. He led the UK’s £4m International Centre of Excellence for Local eDemcoracy in the early 2000’s and won the European Political Technologies award in 2005 in recognition of his contribution to the agenda. After several years working in the public sector, including at the Office of the Deputy Prime Minister, he spent a short time working as a dialogue engagement specialist for science policy. He later joined the Consultation Institute where he delivered a mix of policy advice, training and quality assurance for government officials.
Fraser has been involved in various EU projects including the European Parliaments’ eParticipation preparatory action, EuroPetitions and DeepEU. He has represented the World Bank as an expert on public consultation in the advent of a new decree in both Morocco and Tunisia. He has also worked on an exchange mission for the European External Action Service (EEAS) in China on the topic of collaborative legislation-making. More recently, Fraser designed and delivered capacity-building programmes on the topic of public consultation for civil servants in Ukraine via the National Democratic Institute (NDI), just prior to the breakout of war.
