Following the evaluation of the proposals, ECAS is pleased to announce the projects awarded with the “Grant-making to ECAS’ Members in the EU – 2025” regranting scheme, which is part of the EURECA (European Citizenship Accelerator) Framework Agreement, co-funded by the Citizenship, Equality, Rights and Values (CERV) Programme of the European Union.  

RISE: Responsible Involvement in Society and Elections 

Organisation: Fondazione ISMU ETS  

Country: Italy 

Project duration: 06/05/2025 – 06/11/2025 

Key target group(s): Italian citizens, including new citizens, young citizens aged 18-29, journalists, researchers, and the broader civil society; European researchers and other key stakeholders 

Summary of the project (aim, objectives, key activities): 

  • Aims and objectives: Empower Italian citizens to exercise their right to vote in the “Citizenship Referendum” by providing comprehensive and accurate information. Bring the debate and discussion to the European level on the acquisition of citizenship. 
  • Activities: awareness raising campaign, public engagement, comparative analysis, knowledge sharing

Digital awareness for all: Empowering inclusive participation (EmpowerDIGI) 

Organisation: Asociația Centrul Român de Politici Europene / Romanian Center for European Policies 

Country: Romania 

Project duration: 15/05/2025 – 15/11/2025 

Key target group(s): local and national public authorities, civil society organisations

  • Aims and objectives: support a more inclusive and transparent digital transition in Romania by empowering civil society organizations and public authorities to monitor, inform, and act 
  • Activities: monitoring the implementation of Romania’s Digital Decade 2030 roadmap, awareness raising, promoting best case studies

Resilient Voices: CSO Policies and Impact in Times of Disinformation #ResilientVoices 

Organisation: Citizen Participation Forum and Proinfo Foundation 

Country: Bulgaria 

Project duration: 17/05/2025 – 16/11/2025

  • Aims and objectives: empower civil society organisations to confront disinformation and smear campaigns 
  • Activities: capacity building, testing and scaling, training, mentoring, and simulations

Your Opinion Matters – Fighting Disinformation Through Discussion Culture // OPINION 

Organisation: Open Estonia Foundation 

Country: Estonia 

Project duration: 23/05/2025 – 23/10/2025 

Key target group(s):  general public, NGO sector, media, policy makers and academia 

Summary of the project (aim, objectives, key activities)

  • Aims and objectives: raise public awareness about detecting and countering disinformation in Estonia; promote dialogue and discussion culture, build resilience against fake news and highlight the impact of disinformation on democracy. 
  • Activities: perception survey, awareness raising, public engagement

Protecting civic discourse and countering attacks on civil society (ProtectCivic)

Country: Croatia 

Project duration: 8/5/2025 – 7/11/2025 

Key target group(s): civil society organisations, civic activists, decision-makers

  • Aims and objectives: document and raise awareness on dangerous narratives threatening civic discourse in the digital sphere, build CSOs resilience, improve cooperation between civil society, institutional stakeholders, academia and the media in countering threats to civic discourse 
  • Activities: Mapping malign political content targeting civil society, capacity and coalition building, dialogue facilitation

C.L.E.A.R. – Countering Lies, Empowering Awareness, and Resilience 

Organisation: Lithuanian College of Democracy 

Country: Lithuania 

Project duration: 12/05/2025 – 11/11/2025 

Key target group(s): civil society organisations, local and national policymakers, general public

  • Aims and objectives: strengthen the resilience of CSOs against AI-generated disinformation by equipping them with tools for fact-checking, strategic communication, and advocacy. 
  • Activities: training, capacity building, awareness raising

Media literacy and digital citizens 

Organisation: Telecentar and ODRAZ – Sustainable Community Development 

Country: Croatia 

Project duration: 15/05/2025 – 15/11/2025 

Key target group(s): secondary school educators and students, university students, policy makers 

Summary of the project (aim, objectives, key activities): 

  • Aims and objectives: enhance media literacy and critical thinking skills among educators and students while strengthening policy frameworks for digital education 
  • Activities: research, document analysis, expert interviews, media literacy training, awareness raising campaigns.

Co- creating digital policies in Slovenia Phase III – (CODIS 3) 

Organisation: Institute for Electronic Participation (INePA) 

Country: Slovenia 

Project duration: 15/05/2025 – 15/11/2025 

Key target group(s): advocacy NGOs, NGO policy networks, government officials and general public 

Summary of the project (aim, objectives, key activities); 

  • Aims and objectives: apply ECAS Civic Monitoring Methodology Framework on implementation of the Slovenian national strategic roadmap for digital decade, update current shadow report on national roadmap implementation, assess the integration of good governance principles in the preparation of the national roadmap and its first update based on findings from previous CODIS projects. 
  • Activities: provide a standalone, open-source online dashboard displaying monitored indicator data, online training, advocacy for good governance principles, awareness raising

Community Initiatives for Electoral Rights 

Organisation: Civil College Foundation 
Country: Hungary 

Project duration: 19/05/2025 – 19/11/2025 

Key target group(s): local grassroot organisations in small and medium municipalities 

Summary of the project (aim, objectives, key activities): 

  • Aims and objectives: support grassroots community organisations in Hungary, particularly in smaller municipalities, by enhancing their ability to monitor public processes, advocate for their issues, and fight disinformation and smear campaigns. 
  • Activities: training, online workshops and videos, offline workshop and communication campaign 

Grant awarded: € 14,926.50
